More pain for Cape Town homeowners as property prices bite in new tariffs

The City of Cape Town has proposed an overhaul of its utility tariffs, which, while providing relief for lower-income households, will see sharp increases in monthly bills for more affluent homeowners.

It has introduced fixed charges for water, sanitation and cleaning on the value of the property. It argues that the last of these, a city-wide cleaning tariff, will be offset by a reduced energy charge (although not in areas supplied directly by Eskom).
